I have 2 sidewalk signs to letter in vinyl. These plastic units need to be Corona treated for the vinyl to stick. Is the proper way of doing this to just quickly pass the flame over the surface? I want to make sure the treatment is sufficient, but I also don't want a melt down.

Yes, very hot and VERY quick with a couple passes. Oxy/Acetylene torch works better than a propane torch as it gets much hotter and can quickly flash off the plasticisers without heating the material.
