The monument sign, at the South entrance to the city, cost them around $7k for materials alone and their budget is considerably lower for the other three signs they want. Is there a good, prefabbed textured substrate I could use for this background? I don't think sandblasting or routing is going to be an option. Is there a material I could spray with a texture gun, which would stick to Dibond or something? Thanks

Lowes as a texture filler that you can put into a gallon of latex paint. You can then spray, roll or brush the modified paint on. I've used it on several jobs.

I would use XIM Flashbond to prep the Dibond first.
