I have a client that wants florescent yellow lettering on black panels. I guess he really wants to be seen or stand out - something like that. I tried to talk him into something else but he won't budge. The longest life I can find on florescent vinyl is one year, I see one shot carries florescent paint but it is for interior use. Anyone got any other sources or leads on what to use or how to extend life by clear coating? Or what clear coat to use?

Your other option is paint or yellow, then topcoat with flourescent yellow (roll or spray), and then clearcoat that with a UV-clear. Ronan and 1-Shot both make a flourescent yellow, or a lime-yellow. The paint will probably still only be 2 years till it fades, but it will fade to the yellow undercoat, so maybe the customer won't even notice...

I made a beautiful huge red rose on a client's farm sign a few years ago with the understanding that it would be an eye-catcher, then slowly fade to a beautiful huge white rose. It's still there, last I saw.

The longest-lasting flourescent yellow I've ever seen is also reflective, and used as the background colour for all school crossing signs in our city.
It has the diamond type reflective finish, and I believe that it's made by 3M, and is one of the films sold exclusively to municipalities. It's been 4 years since the first one went up, and even the south-facing ones have retained their flourescent appearance.
