I always preferred to apply vinyl dry whenever practical.
In general, any air bubbles can be "pricked" and the small ones will fade away in a couple of days. But fluid bubbles won't and they will show up when the backlit sign lights are on.
Sometimes, though, I found applying wet was more practical. Windy conditions, very large graphics that have to be applied in one chunk or if applying in a remote location where I was a bit nervous about the application and didn't want a failure that would result in a trip back to the shop and re-doing the job.
