Working on a channel letter sign. Customer calls their company Donald Steven's Salon I think they do not need the apostrophe?? What is correct?

It needs it. In this case it shows possession.

Without it, it's plural as in many Stevens.

Is his last name Steven or Stevens?

If Steven, there are two ways to go....
Donald Steven Salon or Donald Steven's Salon.
I prefer the first.

If Stevens.....

Donald Stevens Salon or Donald Stevens' Salon

It needs one, but as Glenn says, whether or not it preceds the S depends on whether the 2nd name is Stevens or Stephen.

If the purpose is to show this salon belongs to Donald Steven or Donald Stevens, it's necessary. If the salon is considered "The Donald Steven Salon" or "The Donald Stevens Salon", it's not required, even if "The" is omitted.

My initial thoughts were exactly what David Harding expressed, but Michael Adkins' view point is likely the real answer. NOTE apostrophe on Adkins' (I think that's right)
