It needs one, but as Glenn says, whether or not it preceds the S depends on whether the 2nd name is Stevens or Stephen.

If the purpose is to show this salon belongs to Donald Steven or Donald Stevens, it's necessary. If the salon is considered "The Donald Steven Salon" or "The Donald Stevens Salon", it's not required, even if "The" is omitted.

My initial thoughts were exactly what David Harding expressed, but Michael Adkins' view point is likely the real answer. NOTE apostrophe on Adkins' (I think that's right)
