Quill. Now get yer quills out and letter it!

Edited to add:
At first glance, I thought it was Zapf Chancery also. I've found WhatTheFont has trouble with extra lines, etc. I cloned out the strip underneath and it found it quickly.

another closer one is poetica chancery II or using zaph for the caps and poetica for the little letters
