I would like to partner with someone that is experienced with designing and fabricating themed sign projects. I have about three weeks to submit a design proposal for a county's entire parks, recreation and community centers. The proposal requests the development of an entrance way sign and for secondary signage within each park and community center. If you know someone that would be a good fit for this project, please let me know.

Jeff, are you getting paid for these designs? Proposals are great if they include some kind of fee for the design. I've had a few burnt spots through the years over such "proposals".
Sometimes it is just an idea that comes out of a committee like "What if" and there is not any real consideration of actually doing the job - just gathering information.
Another experience was the city took the design they liked and had a local builder try to reproduce them.
You can spend a lot of time and money in a hurry dealing with city officials and not end up with anything to show for it.
Just recently I ignored my own advice and did some design work for our local Development Corporation (Division of the Chamber of Commerce). They indicated that we would do the work once the design was developed. For several months we changed colors, fonts, shapes, etc. and gave them our price for building and installing seven signs. The director then took our design, tweeked it some, and had a "friend" do the work.
"Show me the money" takes on more importance around here now.
