As for image size, its really trial and error. I've seen some pretty small stuff printed on the perforated vinyl and it still looked pretty good.

And, as for the glass, its not necessary to be tinted. When the vinyl is applied, it will darken up on its own just fine. Its really a matter of which light source is stronger - the one in front of the glass or the one behind the glass.

Something to be careful of is applying the vinyl to the outside glass of a vehicle. When it rains, the water gets trapped in the perforations and can severely hinder being able to see through it from inside the vehicle.
 

It doesnt matter what size the piece is except for an image that has tight details, ie: the tight details will be broken up by the perforations.

The glass does not need to be tinted as the graphic itsself will provide that effect as long as the particular viewing direction makes the graphic backlit.. ie: from the inside of a vehicle in the daytime, the glass looks tinted.. from the outside in the daytime you see the image clearly.

Here's a tip: Use clear perforated film, spray it black then use your basecoat as you normally would before spraying the graphics. Or use a black perforated film if they make it.

The black coat blocks out the film so you dont see the graphics from the back side, and in the case of a vehicle window, makes it appear to have a darker tint from the inside.
