I can't find someone local to help so I thought someone out in Letterville might be able to.

I need to know what these colors are:
PMS 420
PMS 424

Any help would be great.

PMS 420 = Grey (15% Black)

PMS 424 = Dark Grey (65% Black)

PMS (Pantone Matching System) are references for colors used and recognised worldwide by the printing industry (and from than by other industry).

Supposing a company refered to it, it is possible to obtain the same result everywhere on the planet. If you have to produce a job with those references, contact your customer to check if you have ant freedom regarding those one.

420 and 424 are both variantes of grey.

These are available from Avery.
A9009 = 420
A8055 = more or less 424 (closest)
