I think the logo was done with photoshop, with a filter. It hurt my eyes a little.

It wouldn't have taken a lot of extra time and effort to have made it look good. They just stopped before it was done.
Then again, the customer might have picked the crappiest of several versions. I've seen that happen more times than I'm going to admit.
Plus, since it's for a city, there was probably a committee involved. That's enough to mess up about anything.

You know some color thrown behind the illustration and a little more space between the circle's edges and lettering would save this. Todd, I would fix it and present it with little said. Anyone who accepted this just doesn't know. All they would say is Todd really did our logo nicely.

Thanks guys - Bruce, I did end up using Swiss Bold Condensed.... and then I altered the serif on the 'G'.... worked out reasonably well.

The big tree on the left seems to have Harry S. Truman in it with a lion's head above him? The tree there is too dominant. Maybe it is a sillouette of Abe Lincoln?
Plus, I cannot really distinguish the boat's smoke from the distant trees background.
...and then there is the white area where the paddle wheel is? Did the boat just get hit with an explosion? A river torpedo from a German sub? Maybe it is just the high contrast resolution, but the vignette image really could use some work....and no, I have not dropped any acid today!
