I know I'm asking the right folks. Now I just hope I'm asking the right question.

In an effort to save on ordering paint does someone know if it's OK to use Ronan (water based) paint for a background and then paint on top with a one-shot color? Will this cause problems down the line?

Old rule of thumb:

Oilbase will stick to water base, but water base will peel off oil base.

Should not be a problem.

I have used the aquacote from Ronan as a background, and lettered over it with 1-S.
I did notice that when I wiped the finished sign down (it was yellow background) my rag came away with a slight yellow tint.
It seemed to work OK, enamel over latex-wise.
If in doubt, I'd go ahead and order what you know will work.
It will be more of a PITA having to do re-do a failed sign than buying a fresh can of paint to start with.
