unless you prime the entire surface, and then paint, but why would you want to do that.

I gilded a stainless "blade" sign, with one-shot outlines...worked well

...Maybe you could prime it with FROG JUICE or (if it is even still made) "XIM" / ANCHOR BOND...

Oh yes it will. I know cuz the guys did some this past winter. You have to use the same white primer you use on aluminum and it will take either oil based or water based paints. I'll go see if I can find the name of that stuff.
