Any flattening agent will work. Flattening agents no, no boundry or paints

Just a dab or two of baby powder will also.

Matte clearcoat also.

Philip, Joey is right about the flatting agent. It doesn't take very much, and it works in any kind of paint. You can vary the amount of gloss by the amount you add. Anything from an slight eggshell to dead flat. You won't find it at Home Depot or places like that, but you should be able to get it at a paint store that caters to professional painting contractors. Sherwin-Williams makes a good one.

A couple of things you might want to keep in mind however, is that adding a flatting agent to 1-Shot, or any other gloss enamel, shortens its outdoor life. The other thing is that if you are using vinyl, it isn't going to stick as well to semi-gloss or flat enamel.
